Scott Lane

Scott Lane - Partner

Scott Lane is a partner at Lane & McGowan, LLP. Mr. Lane has a Bachelor of Arts degree (1994) from Loyola Marymount University in Los Angeles. He obtained his juris doctorate degree (1997) from Loyola Law School in Los Angeles. Mr. Lane was admitted to the California State Bar in 1997. He began his legal career at Monteleone & McCrory, LLP.



Mr. Lane has represented companies and individuals in public and private construction disputes throughout his career. Clients include contractors, subcontractors, property owners, developers, architects, engineers, and material suppliers.


Mr. Lane tailors his legal advice towards litigation avoidance through careful contract drafting and negotiation. Mr. Lane counsels risk management through behind the scenes job level advisement. Such efforts are not always successful and Mr. Lane has over 25 years of experience in courtroom litigation and arbitration, including briefing and appearances in the Court of Appeal.


Mr. Lane has represented heavy engineering public works construction contractors throughout his career on projects ranging from large diameter underground pipelines, freeways, waste water treatment plants, subways, and schools. Notable public works projects include the Santa Ana River Interceptor in Orange County, the City Trunkline South project in Los Angeles, the La Sierra Pipeline project in Riverside, the Hyperion Treatment Plant in Los Angeles, the 22 Freeway in Orange County, the Vacaville Wastewater Treatment Plant, and the Perris Valley North and South Reach pipeline project in Riverside.


Mr. Lane has defended developers, contractors, architects, landscape architects, structural engineers, civil engineers, resident inspectors and land surveyors in construction defects actions on a variety of projects including single family residences, hotels, warehouses, school and government buildings, office buildings, recreation centers, college athletic facilities and community centers.

Mr. Lane is married with three children and lives in San Pedro, California where he serves as the President of the San Pedro Youth Coalition and is an active volunteer at Holy Trinity Church and School in San Pedro.


John McGowan

John McGowan - Partner

John McGowan is a partner at Lane & McGowan, LLP. Mr. McGowan holds a Bachelor of Arts degree (2001) from California State University, Long Beach, and obtained his Juris Doctor degree (2004) from UCLA School of Law.

Mr. McGowan was admitted to the California State Bar in 2004. He is also a member (inactive) of the Arizona State Bar and the Idaho State Bar. Mr. McGowan began his legal career at Monteleone & McCrory, LLP before establishing Lane & McGowan, LLP.


Mr. McGowan has represented individuals and companies in both public and private construction disputes throughout his career. He represents public works and private works contractors, subcontractors, private owners, developers, and designers involved in the construction of infrastructure improvements, pipelines, schools, bridges, commercial buildings, and residential properties.


Mr. McGowan has litigated cases involving breach of contract, mechanic’s liens, payment/performance bonds, construction delays, differing site conditions, alter ego allegations, and economic interference. His experience includes state and federal court lawsuits, as well as arbitration. Mr. McGowan has experience in every aspect of litigation, including jury trials and arguments before the Court of Appeal.


Mr. McGowan is married with two children and serves as the Vice President of CHEA, a non-profit organization that protects homeschooling rights in California. He is also an active member of Calvary Chapel of Chino Hills.
